I read some posts from other sites that state it can be done in settings, but I have had not luck in making it happen. I would be interested in seeing if anyone has better results.
Go to "Start" then "Settings"
Click on "Sounds and Notifications" in the "Personal" tab
Click on the "Notifications" tab
Go through the events list and turn off "Flash Light for" in each setting.
According to some other sites, this is how it is done...but I am skeptical as it didn't work for me.

That will just stop the green flashing light from changing to a red flashing light to notify you that any of the selected events has occurred.
I believe Wbrown4w wants to disable it completely. There is no option for that. I have seen mention in another forum that it can be done by altering the registry.
