Is it necessary to power the Tilt phone off before connecting it to a charger or a cradle? (Assume that both of those are already plugged in and "live".)
I've been powering my phone off each time but if I don't have to, I won't.

It is not necessary to power off the device. Plugging when it's still on will not and does affect the device.
